Buying property in Alfama & Baixa

Lisbon's oldest quarter and its 18th-century grid: medieval lanes on the castle hill, the Pombaline Baixa below, the river at the foot.

In short. The median sale price in Santa Maria Maior, the parish of Alfama, the Baixa, the Castelo and Mouraria, was €5,200/m² in the 12 months to June 2026 (INE, parish level), up 6.4% on a year earlier while Lisbon rose 14.7%. The Baixa was rebuilt after 1755 on a timber-cage frame designed to resist earthquakes, and Alfama kept its medieval lanes. The parish is in absolute short-let containment, so no new AL registration is issued.

Why buyers choose Alfama & Baixa

Santa Maria Maior runs from the Praça do Comércio and the Baixa grid up through the Sé to the Castelo de São Jorge, and down the eastern flank of the hill through Alfama to Santa Apolónia; Mouraria and Martim Moniz form its northern edge. It carries the heaviest visitor load in the country, and that shapes everything here: ground floors, noise, rents and above all short-let rules. Buyers who come for the architecture tend to stay for the transport, which is as good as anywhere in Lisbon, and leave for the gradients, which are as steep as anywhere in Lisbon.

01

Two cities on one hill

The 1755 earthquake destroyed the Baixa, which was rebuilt as a rectilinear grid on the gaiola pombalina, a timber cage frame meant to flex rather than fall. Alfama, on the sheltered eastern slope, largely survived, so its plan is medieval and its buildings grew upwards piecemeal over centuries.

02

A median lagging the city

The parish median was €5,200/m² in the 12 months to June 2026 against €4,888/m² a year earlier (INE), a 6.4% rise while Lisbon as a whole rose 14.7%. Three months earlier it was still slightly down on the year, and it remains below its peak of €5,350/m² in the 12 months to September 2024. The closure to new short lets is one likely factor, although INE does not attribute causes.

03

No new short lets

The parish is in absolute containment under Lisbon's RMAL, with registered short lets equivalent to 66.9% of permanent dwellings when the regulation took effect on 6 December 2025. No new registration is issued, and under the RMAL a sale in a containment area causes an existing one to lapse.

04

Transport at the door

Santa Apolónia is both the Blue line terminus and a mainline station, Baixa-Chiado joins the Blue and Green lines, and the ferries to the south bank leave from Terreiro do Paço. Few homes in the parish are more than ten minutes' walk from a metro entrance.

Alfama & Baixa on the map

The parish sits on the river at the historic heart of Lisbon, between the Praça do Comércio and Santa Apolónia, climbing north to the Castelo and Martim Moniz. Chiado and Misericórdia begin immediately west of the Rua do Carmo; Graça and São Vicente lie over the hill to the north-east.

Infrastructure & access

Five metro stations serve the parish or its edges: Terreiro do Paço and Santa Apolónia on the Blue line, Rossio and Martim Moniz on the Green line, and Baixa-Chiado on both. Santa Apolónia is also a CP mainline terminus for Porto and the north, and the Terreiro do Paço river station runs ferries to Barreiro. Tram 28E crosses the parish and is in practice a visitor line. The Baixa lies inside the strictest band of Lisbon's low-emission zone, Euro 3 minimum on weekdays from 07:00 to 21:00, with automatic number-plate cameras being installed during 2026. Hospital de São José, one of the city's main public emergency hospitals, stands just north of Martim Moniz.

Education

There is no international school inside the parish. The nearest is the British School of Lisbon on Rua de São Paulo at Cais do Sodré, in neighbouring Misericórdia, about fifteen minutes on foot from the Baixa. The Lycée Français Charles Lepierre is on Avenida Engenheiro Duarte Pacheco in Campolide, Redbridge International School has its main site in Campo de Ourique, and PaRK International School has a campus at Praça de Espanha; all are reachable by metro or a short drive. Public school places are allocated by home address through the Portal das Matrículas, and pupils who are new to Portuguese are entitled to Português Língua Não Materna support. Families with young children are a small minority of residents here, which tells its own story about school runs on these streets.

What you can buy in Alfama & Baixa

Two kinds of stock sit side by side. In the Baixa, four- to six-storey Pombaline buildings with shops on the ground floor and flats above; many have been converted floor by floor, and a good number have been stripped of their original timber frame in earlier renovations. In Alfama, Castelo and Mouraria, small and often irregular buildings on medieval plots, one or two rooms per floor, stairs instead of lifts and terraces wherever the roof allows one. Whole-building rehabilitations divided into apartments became common over the last decade, and much of that product was designed with visitors in mind. New construction is almost absent.

What to check in Alfama & Baixa

Establish whether the building is Pombaline and what its heritage protection allows; that usually decides the renovation before the budget does. For anything older in Alfama, commission a structural survey before you look at finishes, and check whether a lift is even possible. Read the condominium minutes for pending works on roofs and façades, and confirm that past alterations were licensed. If a flat is being marketed on its letting history, assume that history does not come with it: Lisbon's RMAL makes a registration lapse on sale in containment areas, and the extent to which that reaches registrations issued before December 2025 is debated, so get a Portuguese lawyer's written view on the specific number. Empty buildings are not unusual here; the law provides higher IMI for vacant buildings, normally ×3, and up to ×10–20 in Lisbon's urban pressure zone, whose extension into 2026 has not been confirmed.

Alfama & Baixa — common questions

The median sale price in the parish of Santa Maria Maior was €5,200/m² in the 12 months to June 2026 (INE, parish level), against €5,192/m² for Lisbon as a whole. INE publishes no separate figure for Alfama or the Baixa, so the parish number is the most precise official one available.
Not with a new registration: Santa Maria Maior is in absolute containment under Lisbon's AL regulation (RMAL), in force since 6 December 2025. Under the RMAL a sale in a containment area causes an existing registration to lapse, although whether that applies to registrations issued before the regulation is debated. Take written legal advice on the specific property before relying on any income figure.
INE's parish median moved from €4,888/m² to €5,200/m² between the 12 months to June 2025 and the 12 months to June 2026, a 6.4% rise, while the city rose 14.7%; in the 12 months to March 2026 the parish was still 0.5% down on the year. INE gives no reason. The loss of the short-let buyer, the gradients and the condition of much of the older stock all weigh on this parish.
The grid is flat and transport is excellent, with five metro stations, a mainline terminus and ferries. Against that, ground floors are almost entirely commercial, visitor numbers are the highest in Portugal and the low-emission zone limits older cars on weekdays. It tends to suit a city base better than a family home.
Start with a structural survey, then the heritage classification, then whether a lift can be fitted. Ask for the condominium minutes and any works assessment on the common parts, and have a lawyer confirm that earlier alterations were licensed, since the usage permit no longer has to be shown at the deed.
