Why buyers choose Lapa & Santos

Estrela was formed in 2012 from the old parishes of Lapa, Santos-o-Velho and Prazeres. It runs from the Jardim da Estrela and the Basílica down a steep slope through Lapa and Madragoa to Santos and the river, with São Bento, the seat of parliament, on its eastern side. It is one of the most genuinely residential parishes in central Lisbon: embassies and townhouses on the upper slope, an old resident population in Madragoa, and a flat riverside strip that is changing as the new metro approaches.

01

Two stations on the way

Estrela and Santos are the new stations on the Circular line from Rato to Cais do Sodré, about 2 km of tunnel now budgeted at €380 million (Council of Ministers, 16 April 2026). Metro de Lisboa's president confirmed completion for the first quarter of 2027 to Parliament on 31 March 2026, more than three years behind the original date.

02

A steadier median

The parish median rose from €5,487/m² to €5,770/m² between the 12 months to June 2025 and the 12 months to June 2026 (INE), 5.2%, well below the city's 14.7%, and eased from €5,833/m² in the 12 months to March 2026. Much of the stock is period property with heavy renovation needs, which weighs on the figure.

03

Lapa, Santos, Madragoa

Lapa has 19th-century townhouses and palacetes, walled gardens and many embassies. Madragoa is a tight grid of small older buildings with a long-standing local population. Santos, on the flat below, is a former warehouse district with bars, design studios and the Cascais railway.

04

Short lets: reported change

Estrela entered absolute containment on 6 December 2025 at 10.8%. After the city cancelled 6,765 registrations, a process completed on 1 February 2026, the parish was reported in April to have moved to relative containment, but no formal publication has been found.

Infrastructure & access

Trams 25E and 28E cross it, though both are heritage lines with visitor crowds and periodic replacement buses, and several Carris bus routes run along Avenida Infante Santo, Rua de São Bento and the riverside. Santos station on the CP Cascais line is one stop from Cais do Sodré. When the Circular line opens, Estrela station will serve the upper parish near the Basílica and Santos station the riverside, linking Rato on the Yellow line with Cais do Sodré on the Green. Avenida 24 de Julho and Avenida Infante Santo carry heavy traffic. Hospital CUF Tejo is a short drive west in Alcântara, and the public hospitals of the central group are reached via the Rato.

Education

Redbridge International School's main site on Rua Francisco Metrass in Campo de Ourique is just north-west of the parish, and the British School of Lisbon is at Cais do Sodré, one stop by train from Santos. The Lycée Français Charles Lepierre in Campolide and PaRK International School at Praça de Espanha and in Restelo are within a short drive. The Escola Secundária Pedro Nunes, one of Lisbon's long-established public secondary schools, is on Avenida Álvares Cabral near the parish's northern edge. Public school places are allocated by home address via the Portal das Matrículas, with Português Língua Não Materna support for newcomers. The Jardim da Estrela's playgrounds make the upper parish one of the more family-friendly parts of central Lisbon.

What you can buy in Lapa & Santos

Lapa offers the parish's signature stock: 19th-century townhouses and palacetes, some with walled gardens and river views, and large period apartments in buildings converted floor by floor. Madragoa has small, old buildings on narrow plots, often two or three rooms per floor and no lift. Around São Bento and the Basílica there are 19th- and early-20th-century apartment buildings with tall windows and balconies, while Santos mixes converted warehouses, lofts and newer riverside developments. Houses with gardens are rare in central Lisbon, so they set the top of the market here.

What to check in Lapa & Santos

For a Lapa townhouse or palacete, start with a structural survey, the roof and the heritage classification before any plans. Measure the walk and the gradient to the future Estrela or Santos station, and treat the 2027 date as the current published target. In Santos, check night-time noise from the remaining bars on the riverside. Many upper streets are narrow, steep and one-way, so confirm parking and vehicle access. On short lets, the parish's classification is the most uncertain in the city: absolute containment from December 2025, a move to relative containment reported in April 2026 but not formally published, so obtain written confirmation for the specific address. Lisbon's IMI rate for the 2025 tax year, paid in 2026, was the 0.3% minimum.

Lapa & Santos — common questions

The median sale price in the parish of Estrela was €5,770/m² in the 12 months to June 2026 (INE, parish level), up 5.2% on €5,487/m² a year earlier. INE publishes no separate figure for Lapa, Santos or Madragoa.
The published completion for the Circular line is the first quarter of 2027, confirmed to Parliament by Metro de Lisboa's president on 31 March 2026. The project was launched in 2018, the main works started in 2021 and the original date was 2023, so treat 2027 as the current target rather than a certainty.
It is unsettled. Estrela was placed in absolute containment when Lisbon's RMAL took effect on 6 December 2025, at a ratio of 10.8%. After 6,765 registrations were cancelled, a process completed on 1 February 2026, the parish was reported in April to have moved to relative containment, where a new registration needs exceptional municipal approval; that change has not been formally published.
More than most of central Lisbon. The Jardim da Estrela, a resident population and the proximity of Redbridge in Campo de Ourique and the British School of Lisbon at Cais do Sodré help. The trade-offs are steep streets, limited parking and, for now, no metro inside the parish.
Structure, roof and damp first, then what the heritage classification allows, then garden walls and boundaries in the land registry. Confirm that any past extensions were licensed, as the usage permit no longer has to be shown at the deed since 1 January 2024.
